Leadership Bio

Brenda Henson was appointed Director of the Wyoming Department of Revenue by Governor Mark Gordon in 2021. The Department is the primary tax collection agency for the State through its Sales, Mineral, and Property Tax Divisions.  The Department, through its Liquor Division, is also the exclusive wholesaler of alcoholic beverages in the State and monitors alcohol control laws and licenses malt beverage wholesalers. Henson was appointed to serve as Administrator of the Property Tax Division for the Department of Revenue in 2013. Previously she served as Assessor for Laramie County Wyoming. She began her career in the Assessor’s Office in 1988 and was elected Assessor in 1995, subsequently being re-elected for 4 additional terms of office. In her capacity as Assessor, she was President of the Wyoming County Assessors Association as well as the Legislative Chair. In addition, she served as President of the Wyoming Association of County Officers. Ms. Henson was also chosen to represent Wyoming on the Board of Directors of the National Association of County Officers. Her community involvement includes serving as a founding board member of Grace for 2 Brothers, a Suicide Awareness and Prevention Organization; Board of Directors, Meridian Trust Federal Credit Union; and Cheyenne Rotary.

Christie Yurek was selected to be Manager of the Administrative Services Division in July 2004. She had previously been with the Division for 10 years serving Supervisory positions.  She came to the Department of Revenue in 1994 with 10 years in the Banking Industry managing operations.

Bret Fanning was appointed as Administrator of the Wyoming Department of Revenue Excise Tax Division in May 2022.  Bret began his career with the Wyoming Department of Audit in 2011.  During his tenure, he completed a wide variety of sales/use tax, lodging tax, and tobacco tax audits for the Wyoming Department of Revenue along with fuel tax and IFTA/IRP audits for the Wyoming Department of Transportation.  Bret holds bachelor's degrees in Business Finance and Business Management from the University of Northern Colorado.  He completed his Master of Business Administration degree from the University of Wyoming in 2016 and obtained his Certified Fraud Examiner credential in 2017. 

Matt Sachse was appointed the Administrator in the Mineral Tax Division of the Wyoming Department of Revenue in June 2024.  Prior to accepting the Administrator position, Matt had nineteen years of experience as the Valuation Manager for the Division and had worked in the Department of Audit from 1996 to 2005 performing oil & gas, coal, trona, and bentonite severance and ad valorem tax audits as well as audits of Federal and State royalties. Matt holds a Bachelors of Arts degree in Economics from California State University, Fullerton and he served six years in the US Air Force.

Ken Guille was appointed as Administrator of the Wyoming Department of Revenue Property Tax Division in May 2023.  Previously he served as Assessor for Laramie County, Wyoming.  He began his career in the Assessor’s office in June 1998.  He was appointed to be the Assessor in July of 2013 and was elected in 2014, 2018, and 2022.  He is a past president of the Wyoming County Assessors Association.  In addition, he was appointed to serve on the GIS Advisory Board by Governor Mark Gordon.  Ken has held permanent certification as a Property Tax Appraiser since 2004.

Tom Montoya serves as the Administrator of the Wyoming Department of Revenue Liquor Division. Tom began his career with the state of Wyoming in 1991 with the Wyoming Highway Patrol Port of Entry Division. In 1993 he moved to the Wyoming Liquor Commission and worked his way through the ranks. Tom was appointed by Governor Freudenthal to serve on the Governor’s Council on Impaired Driving and the Governor’s Leadership Team on Impaired Driving. Governor Mead has appointed Tom to the Governor’s Council on Impaired Driving and the Wyoming Health Prevention Consortium. Governor Gordon also appointed Tom to sit on the Governor’s Council on Impaired Driving. Tom also served on the Wyoming Association of Sheriffs and Chiefs of Police Alcohol Issues Committee. Tom has served the National Alcohol Beverage Control Association (NABCA) Education Task Force, Regulatory and Communications Committees. He now serves as Wyoming’s representative on the Board of Directors for NABCA. Tom holds a BS in Business from the University of Wyoming.
