Matt Sachse was appointed Interim Director of the Wyoming Department of Revenue on June 3, 2025. Matt also holds the position of Administrator of the Mineral Tax Division. Prior to accepting the Administrator position, Matt had nineteen years of experience as the Valuation Manager for the Division and had worked in the Department of Audit from 1996 to 2005 performing oil & gas, coal, trona, and bentonite severance and ad valorem tax audits as well asaudits of Federal and State royalties. Matt holds a Bachelors of Arts degree in Economics from California State University, Fullerton and he served six years in the US Air Force.
Yvonne Lovato was selected Manager of the administrative Services Division in June of 2025. She has been with the division 20 years having served as the operations manager. She has been with the Department of Revenue since October 2004. Yvonne spent 15 years in the banking industry with 10 year managing operations previously.
Bret Fanning was appointed as Administrator of the Wyoming Department of Revenue Excise Tax Division in May 2022. Bret began his career with the Wyoming Department of Audit in 2011. During his tenure, he completed a wide variety of sales/use tax, lodging tax, and tobacco tax audits for the Wyoming Department of Revenue along with fuel tax and IFTA/IRP audits for the Wyoming Department of Transportation. Bret holds bachelor's degrees in Business Finance and Business Management from the University of Northern Colorado. He completed his Master of Business Administration degree from the University of Wyoming in 2016 and obtained his Certified Fraud Examiner credential in 2017.

Ken Guille was appointed as Administrator of the Wyoming Department of Revenue Property Tax Division in May 2023. Previously he served as Assessor for Laramie County, Wyoming. He began his career in the Assessor’s office in June 1998. He was appointed to be the Assessor in July of 2013 and was elected in 2014, 2018, and 2022. He is a past president of the Wyoming County Assessors Association. In addition, he was appointed to serve on the GIS Advisory Board by Governor Mark Gordon. Ken has held permanent certification as a Property Tax Appraiser since 2004.
Kendra Reitsma was appointed Administrator of the Wyoming Department of Revenue Liquor Division (WLD) in May 2025. She has dedicated over 15 years of public service to the State of Wyoming, including a background in the banking industry, higher education, and state government, with a focus on collaboration, leadership, strategic planning, and continual improvement.
During her state government tenure, Kendra has held the positions of Information Specialist for the University of Wyoming Admissions Office, Senior Auditor for the Department of Audit Mineral Audit Division, and Senior Enterprise Project and Portfolio Manager for Enterprise Technology Services (ETS). While at ETS, she supported the Liquor Division as project manager for their complete ERP system replacement, incorporating both internal operations (accounting, compliance, purchasing, and warehousing) and external functions (online ordering for Wyoming liquor licensees and reporting functionality for sales representatives). This project provided her the opportunity to learn WLD processes as well as build relationships with staff and other stakeholders.
Kendra holds a Bachelor of Science in Marketing from the University of Wyoming and is a certified PMI Project Manager Professional (PMP). She is passionate about early childhood education and giving back to the community and serves as the President of the Board for the Neighborhood School.
